The invention provides a method and a device for identifying road occasional congestion based on a historical recurrence rate. The method comprises the following steps of judging whether a congestionstate of a target road section is a first congestion state or not; when the congestion state of the target road section is the first congestion state, generating a first congestion influence area witha congestion degree as the first congestion degree; calculating the historical recurrence rate of the first congestion degree in the first time period of the first congestion influence area historically; and judging whether the congestion of the first congestion degree occurring in the first congestion influence area is occasional congestion or not according to the historical recurrence rate. Inthe scheme, the influence of congestion on the time scale and the space scale is considered at the same time, and the occasional judgment is determined by the congestion and is not influenced by a physical structure of the road or the patrol time. The accurate data support is provided for the traffic management department, so that the traffic management department can conveniently adjust service deployment in time and dredge occasional traffic congestion caused by severe weather or traffic accidents and the like.

    本发明提供了一种基于历史重现率的道路偶发拥堵识别方法及装置,该方法包括:判断目标路段的拥堵状态是否为第一拥堵状态;在所述目标路段的拥堵状态为第一拥堵状态时,生成拥堵程度为第一拥堵程度的第一拥堵影响区;计算历史上所述第一拥堵影响区第一时间段中处于所述第一拥堵程度的历史重现率;根据所述历史重现率,判断所述第一拥堵影响区发生的第一拥堵程度的拥堵是否为偶发拥堵。上述方案中,同时考虑了时间和空间尺度上拥堵的影响,对于偶发的判断由于拥堵本身所决定,不受道路物理结构或巡查时刻的影响。给交通管理部门提供准确的数据支持,有利于交通管理部门及时调整勤务部署,疏导由于恶劣天气或者交通事故等原因导致的偶发性交通拥堵。
