The invention discloses a switching structure of a composite material rudder of a high-speed aircraft, and a rudder. The switching structure comprises a metal switching cylinder, a plug connector anda protective sleeve, a containing cavity used for containing the rudder shaft of the rudder is formed in the top end of the metal switching cylinder, and the bottom end of the metal switching cylinderis matched with a mounting groove in the rear portion of the vertical stabilizing part of an aircraft and used for being assembled in the mounting groove; the plug connector is inserted into the metal switching cylinder and is used for fixing the rudder shaft in the containing cavity; the protective sleeve is arranged at the top end of the metal switching cylinder in a sleeving mode and used forprotecting the combination portion of the rudder shaft and the metal switching cylinder, and the combination portion is of a whole structure that the rudder shaft is inserted into the containing cavity. The rudder comprises the switching structure and a rudder body, the rudder shaft is arranged on one side of the rudder body, one end of the rudder shaft is contained in the containing cavity, and the plug connector is connected into the metal switching cylinder and the rudder shaft in an inserted mode; and the protective sleeve is sleeved at the joint of the metal switching cylinder and the rudder shaft.
