The invention relates to a balancing weight hitching device and a crane. The balancing weight hitching device comprises a power source and a connecting frame assembly, wherein the connecting frame assembly is fixedly arranged in a balancing weight. The connecting frame assembly comprises a base, lifting mechanisms and positioning mechanisms, wherein the base is fixedly connected with the balancing weight, the lifting mechanisms are installed on the base, and every two positioning mechanisms are symmetrically arranged on the two sides of the corresponding lifting mechanism. Each lifting mechanism comprises a lifting cylinder and a hitching hole which is formed in the free end of a cylinder rod of the lifting cylinder. Each positioning mechanism comprises a guiding hitching support and a fixing hole which is formed in the free end of the guiding hitching support. The power source drives the cylinder rods of the lifting cylinders to conduct lifting movement. By the adoption of a novel hitching mode, an operating system is simplified, the energy loss is low, the cost is reduced, and the balancing weight hitching device has the quite high economic value. Meanwhile, due to the fact that the balancing weight hitching device is connected with the crane through a hinge pin, the safety and the reliability are achieved, the damage caused by the impact of the hitched balancing weight to an oil cylinder in the travelling process is avoided, and the crane with the balancing weight hitching device has the higher safety performance and the lower production and operation cost.
