A pop-up decelerating wing system driven by an initiating explosive device and provided with a locking function comprises a control driver, a thermal battery, a wing unfolding mechanism, wherein the wing unfolding mechanism comprises a pop-up decelerating wing, pin shafts, a bracket, a sleeve, an initiating explosive device actuator, locating screws, an anti-rotation screw, a locating pin and a spring. The pop-up decelerating wing is kept in a closed state before being popped up and cannot rotate due to being restricted by the sleeve and the locating screw, which is mounted on the end surface of the bracket, so as to realize a zero-position locking function. After the control driver receives a pop-up wing unfolding instruction from a missile-borne computer, a driving circuit detonates the initiating explosive device actuator, and an actuating rod of the initiating explosive device actuator drives lower teeth of the side edge of the sleeve to push out the tail part of the pop-up decelerating wing instantaneously so that the decelerating wing rotates around a rotating shaft to be popped up. When the decelerating wing rotates to a preset position of 90 DEG within 30 ms, a locating tenon locks the decelerating wing under the pushing of the spring. The system has the advantages of compact structure, large output force, less unfolding time and high synchronization; and differences between times taken by the four decelerating wings to be popped up and unfolded to 90 DEG are not more than 5 ms.
