A heaving diving device used for archipelagic sea comprises a submersible, a support and drive system and a power supply system. The submersible comprises a manned cabin, and the support and drive system comprises a head bollard positioned on an island, a tail bollard positioned on the island or a reef, at least one middle bollard positioned on a seabed, and a drive cable system disposed around the head bollard, tail bollard and middle bollard. The submersible also comprises a water chamber which is detachably connected with the manned cabin, and a water enter and drainage system is disposed in the water chamber. The manned cabin is disposed on the cable by a heaving limited braking system. The heaving diving device is suitable for the sea areas where have shallow submersible depth such as island and reef, can use the renewable and clean energy resources fully such as wind energy, solar energy, wave energy and tide energy, can take full advantages of the island and reef, and can provide convenience for marine research and underwater sightseeing.
