The present invention discloses a vehicle real-time speed measuring and monitoring system. The system mainly comprises two parts. One part is a user vehicle-borne control module, and the other part is an Internet remote monitoring module. The user vehicle-borne control module can carry out GPS speed measurement and positioning and can exchange data with an Internet remote monitoring center through a GPRS network. When a vehicle speed exceeds a limit value, the vehicle-borne control module gives an alarm to remind a user of overspeed, if the user ignores the alarm and continues to drive in an overspeeding state, overspeeding information is reported to the Internet remote monitoring center, and the Internet remote center can count the user vehicle overspeeding information to take corresponding measures.
