The invention relates to a permanent magnetic retarder used for railway train marshalling, and belongs to the field of railway train marshalling. The purpose is to solve the problems that as a hydraulic retarder is used in the freight train marshalling process, a train body does work instably to cause a derailing risk, cost is high, and maintenance is difficult. The permanent magnetic retarder comprises a permanent magnet unit, a base, a steel cap, a conductor tubular column and a spring. The permanent magnet unit is of a cylindrical structure, and a structure opened upwards is formed by the permanent magnet unit and the base, the steel cap is fixedly arranged at the upper end of the conductor tubular column, and the upper end and the lower end of the spring are connected to the lower surface of the steel cap and the upper surface of the base respectively. Stretching and retracting motion of the spring drives the steel cap to move up and down and then drives the conductor tubular column to move up and down along an inner cavity of the permanent magnet unit, and a uniform gap d exists between the outer side wall of the conductor tubular column and the inner side wall of the permanent magnet unit.
