The invention provides a propulsion device for adjusting a hydrofoil attack angle through a buoy. The propulsion device comprises a hull, the oscillating buoy and an oscillating hydrofoil. Under the effect of waves, the buoy heaves and sets and drives the hydrofoil through connecting mechanisms to oscillate, the oscillating hydrofoil can produce forward thrust, and the produced thrust acts on a propulsion device connecting frame through connecting mechanisms between the hydrofoil and the hull and then is transferred to the hull to be used for propelling the hull to move forwards. The hydrofoil can absorb wave energy more effectively by being driven by the buoy to oscillate, and the thrust production efficiency is higher. Preliminary experiments show that under the same experimental conditions, thrust produced by the hydrofoil driven by the buoy is more than eight times thrust produced by a hydrofoil driven by no buoy. Due to the fact that the propulsion device produces thrust only by absorbing wave energy without external energy, the propulsion device has the advantages of being environmentally friendly, saving energy and being free of pollution.
