The invention provides a precise-control fresh air regulating valve applicable to a high-speed train and solves the technical problem that requirements of environmental comfort level, energy conservation and environment protection cannot be met simultaneously by an air conditioning unit. According to the technical scheme, the basis of a related air valve regulating method is that a stop valve provided with quantitative air ports capable of being regulated, controlled and combined is adopted, the quantitative air ports can be designed according to the percentage of total area of an air duct and also can be designed as required.
