The invention provides a precise-control fresh air regulating valve applicable to a high-speed train and solves the technical problem that requirements of environmental comfort level, energy conservation and environment protection cannot be met simultaneously by an air conditioning unit. According to the technical scheme, the basis of a related air valve regulating method is that a stop valve provided with quantitative air ports capable of being regulated, controlled and combined is adopted, the quantitative air ports can be designed according to the percentage of total area of an air duct and also can be designed as required. According to the quantization of the air ports, the accuracy and the possibility of accurate regulation and control of the air valve are improved, so that the air conditioning unit of the high-speed train realizes energy conservation and environment protection to the greatest extent and is geared to the world trend under the premise that the requirement of the comfort level of passengers is met.
