The present invention selectively applies a structure in which cylindrical inner chamber spaces of a pre-processing apparatus are arranged such that spaces having a larger diameter and spaces having a smaller diameter sequentially alternate to communicate with each other, a plurality of baffle plates are arranged within the cylindrical inner chamber spaces, an impeller is installed in each space of a rotating shaft passing through the interiors of the spaces, and a spiral boss is formed along the inner peripheral surfaces of the cylindrical inner chamber spaces. Thus, the present invention can generate turbulent flow which is easily induced due to a difference between the flow velocity in a space having the larger diameter and the flow velocity in a space having the smaller diameter and an increase in the flow velocity caused by the spiral boss, to increase a physical impact effect in which animal planktons and water microorganisms sequentially collide with the impeller and to additionally allow the animal planktons and the water microorganisms to physically collide with the baffle plates and the spiral boss by a centrifugal force facing an outer direction of the impeller at the same time, thereby stably operating the ballast water.
