According to the invention, the solar cell panel and the storage battery are used for storing electric energy, the storage battery supplies power to the signal lamp emergency control system when the power is off, and the solar cell panel simultaneously and continuously converts light energy into electric energy and stores the electric energy to the storage battery, so that the problem that an existing emergency power supply fails to supply power for a long time is solved; in addition, the solar energy is available everywhere, nearby power supplying is realized, long-distance transmission is not needed, and the cost of a long-distance power transmission line is avoided.
