The invention discloses a road network evacuation planning method based on maximum flow rate path first, which can be applied to a simulated directed road network structure. The method is characterized by comprising the following steps: 1, a super source node is built and associated with the directed road network structure; 2, road network evacuation planning parameters are defined; and 3, evacuation planning path selection is carried out. Influences from two aspects of evacuation time and evacuation capacity for a solved evacuation path are comprehensively considered, and thus in the case of path selection at each time, an evacuation path with the maximum evacuation capacity within the shortest evacuation time can be selected, and the evacuation efficiency of the road network evacuation planning can be improved.
