The invention discloses a nearshore water surface photovoltaic power station floating foundation anchoring device. The device comprises an embankment of a water body, and a guide rail is arranged on the embankment; a pair of floating drums are arranged in the guide rail; the two floating drums are connected through a shaft; the shaft penetrates through the floating drums; the shaft is in slide fit with the guide rail through a bearing; a hollow lantern ring is connected to the middle of the shaft; the hollow lantern ring is connected with a floating type photovoltaic module through a connecting rod; a central protrusion is arranged in the middle of the shaft, the inner diameter of the hollow lantern ring is larger than the outer diameter of the central protrusion, and the width of the hollow lantern ring is smaller than that of the central protrusion. The connecting rod comprises a bending angle, and the bending angle equals to the included angle between the guide rail and the horizontal plane. The device is applicable to a photovoltaic power station which is demanding in rotation angle limit. Compared with the common anchoring technology, by means of the device, stress can be reduced, the height can be adjusted automatically according to the water level, an entire floating body is little in displacement, and the rotation angle is greatly reduced.
