In the present invention, the following are provided: a detection coil (12) positioned between a power transmitting coil and a power receiving coil; and a detection unit for detecting induced voltage (V) generated by the detection coil (12) and detecting from the induced voltage the presence or absence of conductive foreign matter positioned between the power transmitting coil and the power receiving coil. The detection coil (12) comprises conductive wiring (13) that is continuous and in which two loop parts (12a) are wound in mutually opposite directions. The area and number of windings of each loop part (12a), or the direction in which the centers of the two loop parts (12a) are connected, are set so that the induced voltage (V) (that is, a reference voltage (V0)) generated by the detection coil (12) becomes 0 or the smallest value possible when there is no conductive foreign matter present.
