The invention relates to a road traffic signal lamp controller based on a GSM network. The controller is characterized in that an active infrared intrusion detector which is mounted at each lane exit of a crossroad is adopted to measure the number of vehicles allowed to pass through the lane exit, so as to enable a next crossroad traffic controller to calculate the release time, meanwhile the interval time between front and rear vehicles allowed to pass through the lane exit is measured, the jam condition of released vehicle is judged, and a powerful GSM network is utilized to achieve communication between crossroads in a way of mutually sending messages.
