A vehicle state determination unit determines whether or not each of the conditions of a first condition that the shift position of a shift lever (4) is F or R, a second condition that brakes (5, 6, 8) are not activated, a third condition that the vehicle is stopped, a fourth condition that the amount of operation of an accelerator pedal (9) is not more than [delta], and a fifth condition that the engine rotational speed is not more than an intermediate rotational speed is satisfied. When the first and second conditions are satisfied, the third condition is not satisfied, and the fourth condition is satisfied, or when the first condition is satisfied and the second condition is not satisfied, an engine rotation control unit controls an engine (1) so that the engine rotational speed reaches a minimum rotational speed. When the first to third conditions and the fifth condition are satisfied, or when the first and second conditions are satisfied, the third and fourth conditions are not satisfied, and the fifth condition is satisfied, the engine rotation control unit controls the engine (1) so that the engine rotational speed reaches an intermediate rotational speed.
