The invention discloses a mechanical full-rotating controlling handle used for ships. The handle comprises an integral framework, a rotating seat and a rotating shaft, the integral framework comprises a panel, an installing plate and a vertical plate, and a panel fixing seat is arranged in the middle of the panel; a circumferential grab handle and a pushing handle are arranged on the rotating seat, the pushing handle is rotatably connected in the rotating seat through a pushing shaft, the bottom of the rotating seat is fixedly connected with a sealing plate, a pushing gear is arranged on the pushing shaft, and a pushing zero position mechanism and a pushing damping mechanism are arranged between the pushing shaft and the sealing plate; the rotating shaft is tubular, a cylindrical gear rack is arranged inside the rotating shaft, and the cylindrical gear rack is meshed with the pushing gear; a thrust bearing, a circumferential gear, a circumferential zero position device and a circumferential damping device are arranged along the rotating shaft; an encoder device is arranged on the installing plate, and the encoder device is meshed with the circumferential gear through an encoder gear for forming transmission. A linear potentiometer is arranged on the vertical plate, and a push-pull shaft of the linear potentiometer is in contact with the cylindrical gear rack. The device has the advantages of being simple in structure, convenient to operate and stable in output.
