The invention relates to devices for monitoring traffic with the aim of logging or regulating the traffic using vehicle identification. The technical result consists in simplifying the system to a single-band system and eliminating the need for building structures above or to the side of a roadway for the attachment of antennas by providing for the use of a magnetic frame which is situated below the surface of the roadway, and also ensuring reliable and safe operation of the system, inter alia in the case of high-speed traffic in induction systems in the RF band over a very large operating range. The induction system for detecting and identifying vehicles comprises electronic identification means mounted on vehicles and comprising an electronic memory, and a reader for reading and/or writing information from electronic identification means in the RF frequency band, wherein the electronic vehicle identification means are built into a registration plate of a vehicle, the electronic memory is a nonvolatile memory, and the reader is equipped with a magnetic frame which is mounted in a dielectric housing beneath the travelled surface of a road to a depth of up to 1 m, which ensures the generation of an alternating magnetic field around said magnetic frame, which alternating magnetic field establishes a detection and identification zone such that at a build-up power of the signal fed to the magnetic frame of no more than 1 W, the width of the vehicle detection and identification zone corresponds to the width of the strip of the travelled part of the road, and the height of said zone corresponds to at least 1 m from the surface of the road, while the length along the strip of road is up to 2 m, the minimum time during which the reader reads discrete messages generated by the electronic identification means and the minimum time for the identification of the vehicle by said electronic identification means correspond to the velocity of the vehicle up to 250 km/h and is no more than 25 ms, the electronic identification means and the reader are formed with the possibility of data interchange at a rate of at least 1 kb/s, and the electronic identification means and the reader are designed with the possibility of encoding and decoding information and limiting access to data.
