A control device (30) according to the present invention includes: a target vehicle speed conversion unit (31A) that converts a first accelerator aperture detected by an accelerator aperture sensor into a target vehicle speed; an accelerator aperture target value setting unit (31D) that obtains, using feedback control, a second accelerator aperture such that the deviation between the target vehicle speed and the actual vehicle speed detected by a vehicle speed sensor becomes 0; an addition unit (31F) that adds the first accelerator aperture and the second accelerator aperture to obtain a third accelerator aperture; a first maximum absorption torque calculation unit (32) that obtains, from the third accelerator aperture, a first maximum absorption torque of a hydraulic pump for travel; a second maximum absorption torque calculation unit (33) that obtains, from the rotational speed of an engine which is acquired from information detected by a rotation sensor, a second maximum absorption torque of the hydraulic pump for travel; and a HST pump electromagnetic proportional control output current conversion unit (35) that configures the smaller one of the first maximum absorption torque and the second maximum absorption torque to a target absorption torque.
