The invention discloses a road operating condition pre-identification system for controlling a vehicle suspension based on Internet of Vehicles. A vehicular terminal ECU performs bidirectional communication with a close-quarter communication module, determines whether the driving direction information in information data strings of other vehicles are consistent with that of a local vehicle, determines, in all other vehicles having same driving direction with the local vehile, whether the other vehicles are in front of or behind the local vehicle according to the positional information in the information data strings of the other vehicles, generates road operating condition pre-estimating information, and transmits road unevenness information and curvature radius information of a curve road, at a position predetermined distance from the position of the local vehicle, in the road operating condition pre-estimating information to the vehicle control module of the local vehicle. The road operating condition pre-identification system may transmit necessary data such as front road operating condition information to a control portion of the vehicle suspension in advance in order to solve a real-time suspension control hysteresis problem and improve the suspension control performance of the whole vehicle.
