An electric power storage state DB (161) associates and stores the charge identification information of the electric power supply source and the electric power amount acquired by the electric power amount acquisition unit (144). A charge/discharge setting DB (162) stores discharge permission information indicating the electric power supply source and the electric power supply destination capable of discharging the electric power charged into the secondary battery from the electric power supply source. A discharge permission determination unit (145) determines, on the basis of the discharge permission information, whether or not the electric power supplied from the electric power supply source identified by the charge identification information stored in the electric power storage state DB (161) is dischargeable to the electric power supply destination identified by the discharge identification information.
