The invention provides a low-energy-consumption fast controllable-change static ascending and descending device, which is a sealed inflating air bag designed according to the flexible lateral cylindrical deformation and inflating air bag pressure difference retraction phenomenon. A protection deformation device is arranged inside the sealed inflating air bag. The device is characterized in that external pushing force is exerted on a variable ascending force air bag protection deformation device through reeling and unreeling a tension rope; the volume of the variable ascending force air bag can be fast controlled to be changed, so that the fast controllable change is realized through the received buoyancy; therefore an aircraft provided with the device can fast and controllably generate variable buoyancy under the condition of low energy consumption; the buoyancy is controlled to be greater than or smaller than the total weight, the runway-free direct vertical ascending and descending can be realized by controlling the buoyancy to be greater than or smaller than the total weight; in the whole process, equipment generally keeps still; no noise is generated; the starting is simple; the exerted force is from small to great; the regulation and the control are convenient and fast; implementation can be realized through small power or even manual operation; the energy consumption is very low in the regulation process; the power continuous work application for height maintenance is not needed during the residency in the air; and micro power can be directly used for driving for low-speed flight.
