The invention provides a train-ground communication system response method, an on-board monitoring terminal and a ground communication node. The method comprises the following steps: launching an exploration signal to the ground in real time; receiving an exploration response signal returned by a ground communication node AP; after the exploration response signal returned by the ground communication node AP is received, converting the current working mode into a signal receiving mode and receiving at least one data packet sent by the AP; sending a reception success response signal to the ground after each data packet is received successfully; and if the at least data packet sent by the AP is not received in a preset period of time, converting the current working mode into a signal emitting mode and continuing launching an exploration signal to the ground. The problem of train-ground data transmission in a train-ground communication system is solved effectively, the timeliness of train-ground communication information is realized, a high-speed train train-ground communication system is enabled to better adapt to high speed, high density and large passenger flow of railway passenger dedicated lines, and the safety of train operation is ensured.
