The invention relates to the technical field of a railway vehicle, and especially discloses a sanding device installed on a headstock and a tramcar. The sanding device installed on the headstock comprises a sand box, an air compressor, a sander, and a sanding flexible pipe. The sand box is installed below a windshield of the headstock of a low-floor vehicle; the sander is arranged at the lower end of the sand box; the air compressor is arranged on the sand box, is connected to the sander, and is used for controlling the sanding amount of the sander; one end of the sanding flexible pipe is connected to the sander; and the other end of the sanding flexible pipe is corresponding to bogies of the low-floor vehicle. The tramcar comprises the sanding device installed on the headstock. According to the invention, a sanding requirement of the two bogies of the headstock of the tramcar is satisfied, and a problem that the bogies of the headstock are prone to idle or slide in a low adhesion situation is overcome.
