The invention discloses a wind-resistance braking device and a train body. The wind-resistance braking devices are symmetrically arranged fixedly on wallboards on two sides of the train body. When the wind-resistance braking device works, a first connecting rod is driven to rotate through a rotation driving mechanism; a first wind-resistance braking plate rotates by the driving of the first connecting rod; meanwhile, as a linkage structure is formed by connecting a second connecting rod and the first wind-resistance braking plate, on the premise that the first wind-resistance braking plate rotates, the second connecting rod also rotates along with the first connecting rod, so that the first connecting rod, the second connecting rod and the first wind-resistance brake plate, which are initially in folded states can be spread; the first wind-resistance braking plate is extended out, is used for preventing an air flow from flowing, and generates wind resistance, so that a train obtains the wind-resistance braking force. Through the linkage way between the first connecting rod and the second connecting rod, the first wind-resistance baking plate can be enabled to be always located in a direction which is perpendicular to the advancing direction of the train, so as to be capable of adapting to braking requirements that the train runs in two directions.
