The invention discloses an overhead line installation fixing device and method for a down-hole overhead line electric locomotive. The fixing device mainly comprises a drill hole located in the top of a roadway, a fixing bolt, a slotted-angle shelf, an insulating knob insulator, and a line clamp for fixing an overhead line. One end of the fixing bolt is arranged in the drill hole, the other end of the fixing bolt is fixed to the slotted-angle shelf through a nut, the insulating knob insulator is fixed below the slotted-angle shelf, and the line clamp is arranged at the bottom of the insulating knob insulator. The fixing method is used for installing and fixing the overhead line of the down-hole overhead line electric locomotive through multiple fixing devices. The overhead line installation fixing device and method have the following advantages that fixation is firm and reliable, and installation is convenient; the installation height can be accurately positioned; durability is achieved, the maintenance workload is small, the occupied space of the roadway is small, and arrangement of other pipelines is facilitated; installation fixing pieces are disconnected and insulated from electricity, no electricity is carried, the electric shock risk is reduced, and safety is facilitated.
