The invention provides a rainfall information collecting and early-warning system for a high speed railway. The rainfall information collecting and early-warning system comprises a rainfall information collecting device, a current signal/numerical signal conversion device, a device for dynamically generating rainfall disaster risk reference threshold values, an early-warning program starting deciding deice, a locating device, a train control device for controlling the speed of a train, a storage device and a control device; a control module serves as the kernel of the whole system, on one hand, the control module controls operation of all the mentioned devices, and on the other hand, the control module is used for being connected with an external computer device and other external equipment to achieve communication and control. According to the system, the reference threshold values for evaluating rainfall disaster risks are dynamically generated, and combined with historical disaster occur conditions which are continuously updated after the newest early-warning occurs, risk beforehand evaluation of a certain region is considered more completely and scientifically through comparison with historical data. The invention further provides a rainfall information collecting and early-warning method for the high speed railway.
