An energy saving and increasing device comprises four power generation systems which take a train wheel, an automobile hub, a train transmission shaft and an automobile shaft as power resources respectively, wherein belt pulleys of first, second and third power generation systems are fastened on the train wheel, the train transmission shaft, the automobile hub or the automobile transmission shaft, power generator bases are fastened below girders or on the transmission shafts of a train or an automobile, power generators are mounted on the power generator bases, and belts are mounted on the belt pulleys and power generator belt pulleys. A specially-shaped power generator, which is not provided with a belt pulley, of a fourth power generation system is directly mounted on the transmission shaft of the train or the automobile. The energy can be saved when any one of the first, third and fourth power generation systems is mounted on a non-electric train and the energy can be increased when any one of the first, third and fourth power generation systems is mounted on an electric train. The energy can be saved when any one of the second, third and fourth power generation systems is mounted on an accumulator-free automobile and zero-energy-consumption running can be realized when any one of the second, third and fourth power generation systems is mounted on an automobile with an accumulator.
