The invention proposes an apparatus and method for controlling the velocity of a vehicle, and the apparatus and method are used for judging whether a driving road is inclined or not. According to the judgment results, the velocity of the vehicle is controlled on the basis of information received by a vehicle sensor. The apparatus comprises a monitoring part which is used for monitoring the acceleration of the lateral direction of the vehicle; a lateral acceleration judgment part which is used for judging whether the lateral acceleration is greater than a reference value or not; an inclined road judgment part which is used for judging whether the driving road is inclined or not if the lateral acceleration is greater than the reference value; and a velocity control part which is used for maintaining the current velocity of the vehicle if the driving road is inclined.
