The invention relates to a device for controlling a bike to generate electricity to supplement for the electric quantity of a storage battery according to road conditions and a using method. The device is characterized in that a manual clutch device and a driving device are arranged on the device, and the manual clutch device controls whether electricity is charged to the storage battery or not according to traveling conditions of the bike. The driving device receives transmission force of a back wheel of the bike to charge the storage battery. The device has the advantages that in a power-source-free occasion, the storage battery can be charged through the bike. The charging time of the manual clutch device to the storage battery is controlled according to the rod conditions, and manpower loads are reduced accordingly. When the bike slides down a slope, the device is combined with the bike to charge the storage battery; when the bike goes up a slope or travels on the flat ground, the device is separated from the bike so as to reduce the manpower loads.
