The present invention is equipped with a location detection unit (11), a regenerative-state detection unit (13) for detecting a state in which a regenerative brake is being used, a route-information storage unit (14) for storing information about an interval in which there is a strong possibility of brake use, an air-conditioning-setting-value storage unit (15) for storing the temperature-setting-value of an air-conditioning device, and a target-temperature control unit (12) for designating a target temperature for the air-conditioning device. Therein, the target-temperature control unit (12): determines a target temperature by adding a prescribed value to the temperature setting value, while traveling past a point from which the distance to the interval in which there is a high probably of brake use is a fixed value or less, and in a regenerative-preparation state in which the regenerative brake is not being used; determines the target temperature by subtracting a prescribed value from the temperature-setting value, while in a regenerative state in which the regenerative brake is being used; and determines the temperature-setting value to be the target temperature, while in a normal state different from both the regenerative-preparation state and the regenerative state.
