The invention discloses an urban environment vehicle speed measurement method and system based on an intelligent mobile terminal. The method comprises the following steps: collecting original data through a sensor and performing initial speed estimation, then obtaining reference points through real-time data of a monitoring sensor, commutating the vehicle driving speed of each reference point, and then eliminating initial speed estimated result error through a reference point correcting algorithm, so as to realize the high-precision measurement of the vehicle driving speed. The method and the system have effectiveness, robustness and accuracy in practical driving environment. On average, the real-time speed estimated error on an urban road is 1.32 miles/hour, and the average GPS error is 3.1 miles/hour.
