The invention relates to a hybrid power electrical control system, a crane and a working method. The hybrid power electrical control system comprises a battery power control unit internally provided with a storage battery inside, wherein the battery power control unit is suitable for storing electrical energy acquired by rotation of a lifting motor in a hoisting mechanism into the storage battery when a heavy object is descended, and can release the electrical energy when the heavy object is lifted; according to the hybrid power electrical control system, the generator power is effectively reduced, the noise pollution and the exhaust emission of a generator are reduced, the operating cost of the generator is saved, and after the hybrid power electrical control system is arranged on a RTG, the RTG can be flexibly transferred into another work site for operation.
