The invention provides an internal combustion locomotive bogie and an internal combustion locomotive. The internal combustion locomotive bogie comprises two parallel side beams, wherein at least one beam perpendicular to the two side beams is arranged between the two side beams; transverse vibration damper seats are arranged on the opposite surfaces of the two side beams; each transverse vibration damper seat comprises two first vertical plates which are parallel to each other and a first connecting plate perpendicularly arranged between the first vertical plates; circular openings are formed in the first sides of the first vertical plates; first mounting holes are formed in the first vertical plates; the lower ends of the circular openings in the first sides of the first vertical plates are fixedly arranged on the side beams, and the upper ends of the circular openings in the first sides of the first vertical plates are suspended. According to the internal combustion locomotive bogie and the internal combustion locomotive, the weld strength of the transverse vibration damper seats and the side beams can be strengthened, the transverse vibration damper seats can be prevented from being separated, and the running stability of the internal combustion locomotive can be improved.
