The present invention achieves an improvement in safety after a derailment, by reliably detecting the derailment and preventing a vehicle from traveling with wheels coming off the rails without being noticed. For example, a transmission line 5 which is destroyed upon contact with a rail 4 is provided on a departure prevention guide 1 mounted on the axle box 3 of a vehicle. One end 5a and the other end 5b of the transmission line 5 are connected to a determination unit 6, thereby monitoring continuity of the transmission line 5. The determination unit 6 determines a derailment when the transmission line 5 is broken by the contact of the departure prevention guide 1 with the rail 4 and the continuity of the transmission line 5 is interrupted.
