The invention provides an improved device for securing a floating vessel to a mooring buoy to forestall free movement of the vessel on water. The device is commonly referred to as a mooring pendant (or pennant). The device consists of a length of braided rope which is terminated at both ends using a metal thimble around which the rope has been saddled and spliced back upon itself. At one end of the line is a metallic hook which has an eyelet which the line and thimble have been fed through. The hook is affixed to one end of the line. The hook has a gate which covers the opening of the hook such that it may be temporarily opened, affixed to, and subsequently remove from, a floating vessel. The hooked end of the line has a floatation device attached to it to prevent sinking of the line and hook.
