The present invention is provided with: a chronological load data acquisition unit 101 for chronologically acquiring data pertaining to a cargo load, with respect to a cargo vehicle (V1, etc.) onto which prescribed cargo can be loaded; a unit-period setting unit 202 for setting a prescribed unit period, the length of which can be changed in accordance with a change in the load; a data dividing unit 203 for dividing, by unit period, the chronological load data D1 pertaining to a cargo load; a representative value calculation unit 204 for calculating representative values respectively for divided data of the chronological load data segmented by the data dividing unit; and a tire temperature prediction unit 205 for predicting, on the basis of each representative value, the temperature of a tire mounted on the cargo vehicle at a specified time point.
