The purpose of the present invention is to reduce variability between measurements of an index value that indicates the track state. This track state monitoring device, for monitoring the state of a track on which a railroad vehicle travels, is provided with a processing unit which calculates an index value indicating the state of the track; on the basis of track displacement data, which associates data about the track position resulting from track displacement with data about the track position in the longitudinal direction, the processing unit calculates, as the index value, a value that depends on the length of the track resulting from the aforementioned track displacement in an evaluation segment.
