THE introduction to the thirty-third annual report of the A.R.B. was written before the change of Government and Lord Kings Norton, Chairman of the Board, made a plea for its retention of a large measure of independence even if it was brought under the umbrella of a Civil Aviation Authority as had been recommended by the Edwards Report and the subsequent White Paper. He said that the A.R.B. strongly believed that a radical change of its constitution would render it less effective in the conduct of its airworthiness duties, which required careful technical judgement and a balance of view. The A.R.B. Council brought together a wide variety of talent and experience so arranged that no single interest predominated. The executive nature of the Council's function kept it in continuous touch with day-to-day activity and this participation was essential if account was to be taken of rapidly changing circumstances.
