Abstract This paper presents a new methodology for simplified transportation policy analysis which requires limited input data and computational effort while at the same time is sensitive to a wide range of transportation policies and socio-demographic characteristics. The methodology can be used for area-wide policy analysis as well as for local area analysis of a single facility. The key features of the methodology are: (1) A combined continous and discrete representation of the urban space and the transportation system with more detailed representation of the elements of main interest. (2) An integrated system of continuous and discrete demand, performance and equilibrium models. (3) Use of disaggregate demand models for the joint choice of destination (or origin) and mode incorporating choice set constraints. (4) Use of both analytical and sampling techniques for aggregate demand prediction. This paper describes the above elements and the way they are combined to form prediction models for different analysis contexts.
