Abstract Management specialists have identified numerous principles for keeping companies innovative. Four frequently occurring themes—user orientation, strategic view, management commitment and accountability appear particularly applicable to highway research, despite their generality and ambiguity. The nation's highway industry is decentralized and relies on rigid standards and procurement processes. These traits pose some barriers to innovation, and research must be carefully structured to overcome them. Although existing research programs address certain problems well, they are unable to address some key topics. Recently, highway leaders have proposed a largescale Strategic Highway Research Program to fill this gap.
