Abstract The fundamental importance of observing the chromospheric and photospheric components of solar flares is stressed. Careful interpretation of several optical flare spectral features enable us to disentangle the various proposed energy transfer mechanisms during the different phases of the flare development. We can infer information on the primary flare physical processes and on the physical conditions existing at different heights in the flare atmosphere. The diagnostic properties of various spectral signatures of the chromospheric and photospheric flare components are briefly reviewed and the observing constraints defined. Existing observing facilities, able to fit these constraints, are outlined and a working hypothesis of a coordinated ground-based program is given.
