Abstract Space policy raises difficult questions about international collaboration and competition, and no one European country can aspire to an effective space capability alone. Knowing that European governments were scheduled to take a critical decision in 1987 on Europe's long-term collaboration in space, five European institutes of international affairs undertook a two-year study on Europe's future in space. This article reports on the institutes' findings, particularly on their joint prescription in the fields of space transportation, space stations, industrial infrastructure, space science and organizational infrastructure. The report stressed that the questions of commercial policy and of European security and space must both be seriously addressed.
