Using inventory of existing signal system on punched cards in Washington, D.C., U S Bureau of Public Roads and District of Columbia Dept of Highways together with consultant have developed three general control plans; Plan I is optimization of existing fixed-time traffic signal system of District; Plan II is traffic-adjusted control technique which utilizes information from sampling detectors in field and from special-purpose traffic control computers at central location; Plan III is traffic-responsive control system utilizing extensive real-time sensing of traffic demands and general-purpose digital control computer; upon review Plan I yields greatest benefits; Plan III presents maximum potential for improvements.
