Problem of traffic solidification in London, England is discussed; required state of equilibrium between traffic wishing to use roads and road space available is ensured by pricing, prohibition and parking; it is shown that certain form of marginal cost pricing, allied to related parking policy, would appear to be only short-term answer to mounting traffic pressures in urban centers; disadvantages of price mechanism are claimed to be discrimination against " optional" traffic, and tacit admission of failure on part of authorities to control situation.
