It is believed that most of unidentified moving targets observed were ground returns caused by reflection phenomena closely connected with temperature inversions in lower atmosphere; evidence indicates that appearance of unidentified targets on radar scopes has little effect on control of air traffic; phenomena may be responsible for some of visual sightings of "flying saucers."
