Report on study to determine exhaust velocity which would result in maximum payload mass fraction for possible combinations of vehicle characteristics and mission requirements; equation giving optimum exhaust velocity was derived by maximizing ratio of payload mass to take-off mass and used in study of 3 rockets; results are shown.
