Next launch vehicle after Saturn C-5 should be capable of sizable increase in payload, reduction in direct operating costs, or both; survey of vehicles which possess this inherent potential; chemical and nuclear propelled vehicles are discussed for 1 or 2-stage-to-orbit applications, and winged fly-back boosters; paper shows that high chamber pressure LO2/LH2 engines of altitude compensating design present dramatic improvement over conventional engines; mixture ratio of 7 to 1 is economically superior to current ratio of 5 to 1.
