Mission approach for development of criteria was based on Apollo launch system; unmanned lunar freight vehicle (LFV) replaces spacecraft that houses command module and lunar excursion module; astronauts will be launched first and control soft landing of second spacecraft carrying LFV; freight vehicle will contain 2 lunar roving vehicles, each capable of carrying 2 men; soils testing in hard vacuum and tests of models under simulated lunar terrain environment; 2 lunar vehicles are reviewed, including design parameters and subsystem development.
