Harbor complex at Gabes will have structural caissons made of precast concrete boxes with open tops and interior stiffening partitions; ship side of each caisson has perforated face extending from 1.3 ft above high tide to 5.2 ft below low tide, backed up by empty chamber designed to dissipate waves and minimize interference with harbor operations; perforations are 2-ft-diam holes, set 4 ft center to center; five caissons for oil berth in outer harbor do not abut, but stand separately; southern breakwater is filled by horse-drawn wagons, called arabats, to haul rock to hand-pushed carts, mounted on rails, for hand placement.
